So I'm making a warlock character at the moment and I've chosen The Great Old One for my otherworldly patron. The problem is that the expanded spell lists spells aren't showing up as options when I'm selecting spells. I've tried messing around with it a bit and reloading a few times but I can't get them to show up. If anyone could help that would be amazing cause I am so stuck.
Some spells in the lists are non-free spells. Such as Dissonant Whispers, Tasha's Hideous Laughter, Phantasmal Force and Evard's Black Tentacles. These are not free and are part of the Player's Handbook as is the subclass. If you bought the subclass but not the spells/book then you will be unable to select these spells. You can either buy the spells or the whole book to resolve the issue.

"What gives" is DDB's licensing agreement with WOTC; when it comes to prices and whatnot, WOTC calls the shots, or at least has veto power. That, and the spells you listed are not part of the Basic Rules, the SRD (System Reference Document), or Elemental Evil Players Companion. Only character options, monsters, etc. from those sources are available for free, because the pdfs from which they come are made available for free by WOTC. (there are few other free items here and there, but they are tedious to mention)
To my knowledge, this is the only site whose licensing agreement with WOTC includes the ability to purchase things piecemeal; on Fantasy Grounds or Roll20, you'd have to buy the whole PHB to have access to a GOO warlock, unless things have changed there since I last checked.
You have a couple of options at this point, listed from most to least expensive:
-you can purchase the entire PHB, which will be discounted by the $1.99 you spent on the GOO warlock, and any other piecemeal options you purchased
-you can purchase the spell bundle from the PHB, and have access to all of the spells in the PHB; the money you spend on the bundle will drop the cost of the phb
-you can purchase just the spells you want; the cost of the PHB will drop by what you spend, as will the cost of the spell bundle. NOTE: if you choose this route, do not spend more (total) on individual spells than $2 less than the cost of the bundle. The minimum charge at DDB is $1.99. So when the cost of the bundle (or a book) drops below $3.98, it is most economical to purchase the entire bundle (or book), as there are usually more than 2 "piecemeal" things left in the bundle at that point.
-you can homebrew the spells you would have to purchase, then make a homebrew copy of the GOO warlock, and swap out the "paid" spells with your homebrew versions; just don't try to publish any homebrew based on paid/purchasable content.
Expanded spell lists. Okay can other spell be added to Warlock that are not on any lists for Warlock? Can they make special arrangements for certain a certain spell with their patron to get a certain spell added to the list that is normally not available? Example Warlock does not get spider climb but really feels this would be a great choice for the type of Warlock they are playing. Can there be a special circumstance for allowing this?
That's a DM question, not a D&D Beyond question. If the DM chooses to allow this, then someone can make a copy of the Spider Climb spell and allow Warlocks to be able to cast it, assuming someone has the Master Tier subscription and content sharing is enabled.
