First off, thank you for your purchase! It is likely that your browser has the link to your content cached, which can be fixed fairly easily, by clearing your browser's cache.

If, after clearing your browser cache, you are still unable to access content that you have purchased, please contact the support team, who will be able to assist you further.
I purchased the following items 30 minutes ago but they do not appear in my character creator options. I've tried logging out and back in as well.
Is there a an expected delay or a means to enable them after purchase that I'm missing?
At this time I would expect a bit of a delay. You can also try to clear your cache, refresh, and check the builder again.

I am having this same issue. leaves a sour taste in the mouth at the start...
Cache clearing didn't work, nor did using a different browser. I guess it's waiting time.
