You could make a Feat and use limited uses attached to a “General” Action with no “Activation Type” and a “Reset Type” of “Other.” If you give it 20ish limited uses that should be enough. If you don’t know how to add limited uses I explained it in the following thread (Subclasses & Races FAQ #4):
