The Modifiers section does not work when creating a Homebrew Feat. When you open the drop-down for Modifiers, there is no box to click for "Add A Modifier" like the other drop-down sections.
I am currently seeing normal behavior for adding Feat modifiers. Do you have any extensions that may be interfering? Beyond20, AboveVTT, ad-blockers, VPNs, etc... You might try disabling all extensions, or else logging in to a different / Incognito browser.

Turn your phone sideways and the box will become visible. It’s a display width thing.
