Hi I have an idea for developing a Chrome extension that will work similarly to the Beyond 20 extension but for a VTT other than Roll20 or Foundry. I emailed customer support for clarification on how to provide integration to a 3rd party VTT and was told that DnD Beyond does not provide integration and not to violate the Terms of Use. With 400,000+ active installs Beyond 20 must be working through some loophole that I don't understand. Can anybody provide clarification?
From what I understand, Beyond20 doesn't "integrate" your character information into roll20, it constructs macros on the fly to send to roll20 for displaying information like the results of rolls.

Beyond20 doesn't integrate your character information at all. It simply parses information. That's why you can roll from a monster, using Beyond20 - and it rolls into Roll20, Foundry, or Discord. There's no "integration" at all.
That's interesting, I was hoping for an official response from DnD Beyond but their silence seems to indicate consent.
The macro argument seems very flimsy though. When I use Beyond20 for say a 'Short Sword attack' it's not simply rolling a d20. The 'Short Sword attack' shows as such without a PC sheet in Roll20. It's literally reading the dice reults from DnDBeyond and transcribing them to a Cloud-hosted web application.
