Trying to create a Homebrew Feat that gives a bonus to all 3 of the passive senses. Passive Perception and Passive Investigation are listed under Modifier Subtype, but not Passive Insight. Am I missing it somewhere else or has it just been overlooked?
Unfortunately because there is no official feature anywhere that grants a bonus to Passive Insight, it hasn't yet been implemented as a modifier subtybe.
Pallid elves have advantage on Insight checks, which means they should have a bonus to their passive insight. I think it might've been reported as a bug that they weren't being given the bump to their passive, but I also thought that bug had been fixed.
No, the bug has still not been fixed. Something else also gives a boost specifically to passive insight (can’t remember what), and something else (can’t remember that either) also gives advantage to insight checks which should also automatically include +5 passive Insight.
I'm pretty sure they haven't implemented the +5 to passive stats from advantage, due to the fact that you might incur disadvantage temporarily, which would cancel out the +5.

That is incorrect. If you have anything that permanently grants advantage (like the Palid Elf) then it also should automatically grant the bonus to passive. They have done it for everything else, they just never added the modifier subtype for passive insight.
The part where you said that they haven’t implemented the bonus to passive scores because of any of that is what was incorrect. Make a Homebrewed magic item using the sentinel shield and see for yourself. The only reason they don’t automatically add the +5 bonus to passive insight is because they never created that as a modifier subtype.
If the possibility of disadvantage was enough to preclude that, then it would be enough to preclude adding advantage at all.

There are multiple instances where they add stuff that really should only be temporary. And yes it is true that they can’t do temporary stuff currently. But, it’s still not the effing reason they didn’t implement it. They implement it for all kinds of things that should only be temporary. The reason they didn’t implement it for passive insight, it’s because they don’t have a Modifier Subtype for Passive effing Insight. That’s it. Anything else, they would’ve actually put it on there as an all the time thing, and we would have to remember to not use it when it’s inappropriate. For this here, it’s because they don’t have the Subtype for it. Note, they put it there for the advantage, if you check what do you see…? That’s right! Pallid Elf gets the advantage. What do they not get? That’s right! The bonus to passive insight. Why? Because they don’t have a subtype for it.
Since the bonus to passive is a direct result of the Advantage, and since your argument stems from the loss of advantage… that’s right! That can’t be the reason…. So what is the reason…? Glad ya asked, it’s because (ready for this?), it ‘cause they don’t have a modifier subtype for passive insight!!!
You never said anything about “automated.” They have a system for adding the +5 from advantage, it’s the second modifier. The reason the Palid Elf doesn’t get it when everything that grants advantage to Investigation or Perception does get it, has nothing to do with anything you’re saying. It has everything to do with the fact that they just never made that subtype for the modifier so they could add it in addition to the advantage.
Sorry, grumpy day. But still, if the passive is a result of the advantage, and if the advantage being countered is the reason, then why give them the advantage in the first place? Right? It’s not the advantage, or any potential disadvantage that’s the issue. It’s just a lack of a subtype. That’s all.
Now that this is a feature in an official book through Rune Knight's stone rune. Advantage to insight is given, so the boost to passive insight. We still don't have the option, now this would be a bug correct?

No, the bug has still not been fixed. Something else also gives a boost specifically to passive insight (can’t remember what), and something else (can’t remember that either) also gives advantage to insight checks which should also automatically include +5 passive Insight.
