If i buy the 33 races from Mordenkainen Presents: Monsters of the Multiverse, will I actually be able to use them if my DM hasn’t bought them?

Yes, as long as your DM agrees to it. You will have technical access to them, it’s just a matter of permission from your DM to use them.
