I have 1 extra attack from rogue, and 1 from fighter but I only get 2 attacks per action. Is this a bug or is there soemthing in the rules about it stacking across classes? Shouldn't I have 3 attacks because of the normal + fighter + rogue?
If you gain the Extra Attack class feature from more than one class, the features don't add together. You can't make more than two attacks with this feature unless it says you do (as the fighter's version of Extra Attack does). Similarly, the warlock's eldritch invocation Thirsting Blade doesn't give you additional attacks if you also have Extra Attack.

It specifically grants you the ability to attack twice when you take the Attack action, not an "extra" attack. They should have called it Double Attack or something. (And the Fighter's 11th level ability should be called "Triple Attack" and 20th "Quadruple Attack".)

No. If you look at the rules for Multiclassing, Extra Attack doesn’t stack. (And the Rogue class doesn’t grant Extra Attack anyway.)
