When choosing ability increase you can't increase strength by 2

I noticed at lvl 4, specifically fighter, and taking ability score over feat, that it does not let you choose to add two points into strength, even though raw you should be allowed too. 

Is your fighter already at 19? Because ASI increases will only take you to 20.

No, they were at 16 it wouldn't let me bring it to 18.
