So I have a hexblood character, who gets Disguise Self and Hex as racial spells. This character is a Rune Knight, Fighter with the Rune Carver background and the Ritual Caster feat.
Issue 1: For some reason, these racial spells are listed twice. They appear once in my spell list but appear twice in the racial spells and bonus actions section. However, they have the correct number of uses before a long rest.
Issue 2: I tried to rebuild the character from scratch and now Hex does not appear as a spell at all. Text is still doubled for Disguise Self, but it does still have the correct number of uses.
Attempted Fixes: Character B was a rebuild from scratch to attempt to fix Issue 1 and instead created Issue 2. For both characters, I have tried leveling them up and then down again to reload the character. With Character B I tried changing the race, saving, and then changing the race back to Hexblood. This issue continues to persist across web and mobile.
Am I paying a D&D Beyond subscription for Hexbloods to just never work correctly? Is anyone else having this problem with Hexbloods and do you have a fix?
Those spells are there twice because one instance of each spell represents the 1ce/LR free casting the character gets, and the other instance of those spells represents the character’s ability to expend spell slots to cast spells. That is all behaving as it is supposed to. There is nothing wrong with that.
Hex is not a free spell. My best guess off the top of my head is that you’re accessing it through content sharing and that second character is not in the campaign in which the content is being shared.

Okay, so that resolves Issue 1. Just a weird way to visualize it.
But what about Issue 2? Why would Hex Magic load for one character but not another?

Oh god I can't believe that was it. I feel so stupid. All the spells from Rune Carver was fine so I thought that couldn't be it!
Still annoyed D&D Beyond doesn't have a pop-up telling you that a purchase is needed.
Thanks for troubleshooting my dumbness.
No worries neighbor, it happens to lots of folks. Happy to help.
