Brought Silvery Barbs, Unable to see it in spell list

So I brought Silvery Barbs a few days ago now, and I still can't access it through the spell list. Any help is appreciated.

I have tried logging out and logging back in. I am trying to use it on a level 9 Owlin Rouge with Arcane Trickster.

Yes, I have everything enabled

Can you post snaps of the Manage Spells section of your sheet, and of the character preferences section?

Well In doing nothing in the last hour. the spell has arrived...
