No, Check the table again. I have 13 levels of full spellcaster (12+1). That means I should be able to add one level 7 spell. That's why I can upcast to level 7 and have one level 7 spell slot. And I have not chosen all my spells yet, so I'm not out of spells to add.
But you only have 12 levels of wizard, and a 12th level wizard cannot learn 7th-level spells yet. You learn spells as if you weren’t multiclassed, even though you get spell slots for a multiclass. If you actually read the text instead of just skipping to the table you will see:
Spells Known and Prepared. You determine what spells you know and can prepare for each class individually, as if you were a single-classed member of that class.
He can upcast spells at level 7 though. The game is in 3 hours. Any way to fix this quickly? Thanks.

What you are seeing is correct RAW. Please see the Spellcasting subsection of Multiclass section of the Basic Rules for additional information.
