In the Homebrew section when I try to create a wonderous magical item with the Feat Chef in the "Add a Modifier" section from Tasha's I do not see the option.

Under homebrew you can do this and most of the feats are listed. As far as balance goes I would much rather give my players gloves that give the chef feat than gauntlets of ogre power or some other uncommon broken item.
Though honestly as a DM/Player for 3 decades i have no issue balancing around items, races, classes etc. To me an item like this is more for flavor and RP than any type of power.
This is what I want to make:
The Saucery Pan
Wondrous Item, legendary (requires attunement by a You must prepare 5 meals using this Saucepan)
Crafted by a nomadic sorcerer-chef known for roaming the realms and enchanting local cuisines with magical flavors. The saucepan has traversed bustling marketplaces, remote wilderness camps, and the hearths of fellow travelers. Its enchantments are said to draw inspiration from the diverse landscapes it has encountered, making it an indispensable tool for those who seek both culinary excellence and a life on the move.
This magical saucepan, forged from lightweight materials, is perfect for the wandering chef. Its silver exterior is adorned with runes that shimmer in response to the magical energies surrounding it. The lid features a gemstone embedded in the handle, changing color based on the pot's magical aura. When attuned, it grants the wielder the Chef Feat and expert proficiency in all things saucy, making it the perfect companion for culinary adventures on the road.

Time and effort spent mastering the culinary arts has paid off. You gain the following benefits:
Increase your Constitution or Wisdom score by 1, to a maximum of 20. (Constitution +1)
You gain proficiency with cook’s utensils if you don’t already have it.
As part of a short rest, you can cook special food, provided you have ingredients and cook's utensils on hand. You can prepare enough of this food for a number of creatures equal to 4 + your proficiency bonus. At the end of the short rest, any creature who eats the food and spends one or more Hit Dice to regain hit points regains an extra 1d8 hit points.
With one hour of work or when you finish a long rest, you can cook a number of treats equal to your proficiency bonus. These special treats last 8 hours after being made. A creature can use a bonus action to eat one of those treats to gain temporary hit points equal to your proficiency bonus.
Please note that this item is designed for a campaign of 6 Level 12 adventures. Everything in the campaign is custom. DND 5e has very few monster that will pose a challenge to high level game play. Which is another issue but one only OneDND has a chance to fix.

Nothing will change that. So your only option is make the item do the same thing as the feat you wanted it to grant.

Nothing will change that. So your only option is make the item do the same thing as the feat you wanted it to grant.

Well, technically speaking they could apply the feat directly to the character sheet once the item has been equipped (and attuned if applicable). But you’re correct, items cannot mechanically attach feats to characters, as per the Homebrew Items & Equipment FAQ #12: (https://www.dndbeyond.com/forums/dungeons-dragons-discussion/homebrew-house-rules/131411-a-homebrewers-how-to-faq).
