Hi,
I've just levelled a ranger to level 2 and PHB spells Ensnaring Strike and Hail of Thorns are not appearing in the list of spells available to learn.
Clearly my insight check failed. Can anyone help?

Not all PHB spells are free content. Only the ones that are also from the Basic Rules & SRD are free. If you want those spells you have to buy them, or buy the whole PHB from this website.
