I just grabbed a couple Homebrew Feats to use for a character I'm building, but they aren't showing up on the character's available Feat list (not even in the 'Unavailable Section'). As an experiment I tried deleting a different HB Feat I had and that didn't go away either, so the character's list of Feats simply is not updating no matter how many times I reload.
What's really weird and frustrating is that the Feats are showing up fine on my Homebrew Collection page and even on my other character pages. It's like the Feat List is updating fine on all my characters EXCEPT the one I'm actually working on.
Yes. The list actually updated (fittingly enough, RIGHT after I started this thread) but I have no idea what might have fixed the problem beyond reloading the character page a few dozen times.
Same thing was happening to me, and I discovered that is actually the answer. Just reload both the character sheet and the homebrew page a bunch of times.

Or just be patient. It can take up to 20 minutes for changes to your collection to get pushed through to the character sheet.
I’m also having a similar issue. I’m the DM of my campaign and have created an homebrew feat for Aarackocra (and any subsequent Aaracokcra subraces I homebrew). When I created a test character, the homebrew feat isn't showing up in the dropdown. I have the feat in both my creations and collections, homebrew is enabled on the sheet, and I created the feat about a week ago, so it's not an "I'm not waiting long enough for it to load" thing. Anyone got any suggestions?

Try turning the prerequisite switch off. And just to confirm, the homebrew switch is RED and the circle is towards the right?
In my opinion, it is generally best to simply state the restrictions in the text, but not actually hard code any restrictions into the feat. Generally speaking, the less complicated a feat is, the less likely it is to go wrong. As long as people read the feat, they will know not to take it, and it gives you the convenience of ignoring the restriction if you want to give it to an elf or dwarf or something. If you homebrew a lot of feats though, then I would recommend hard coding the restrictions in so your feats menu is not as clogged up, and you can still ignore the restrictions if you turn the prerequisite switch off.
No matter what I select in the home options I can only see grappler, firearm specialist, and svirfneblin magic. I am trying to see the other feats but those are the only ones available in the character builder

Those are the only free feats, the rest are paid content and must be unlocked through purchases.

Any ideas as to what's going on?
Do you have homebrew turned on in the character's preferences?

I refreshed my homebrew creation tab and my character creation tab at the same time and it worked.
