I'm trying to get two games with brand new players off the ground and can't access Wild Magic Sorcerer despite owning the digital rights to the core rule book on here. This led to me looking to see if other options are missing, and I can't pick other things I've had access to in the past, like certain Bard colleges, access to some feats, etc. I don't know if this is a glitch with all the new changes happening, but I checked in my Marketplace, and it says I own the digital PHB, which wild magic is a pretty core subclass in. I can't find a way to specifically check all the spells/subclasses I've bought a la carte over the years, but Haunted One is still there (bought a la carte two years ago) as an option under backgrounds, so what gives?

Are you trying to build a 2014 or a 2024 character when you aren't seeing the options?
If you choose the 2024 class (Legacy 2014 classes are below that in the builder) then any reprinted subclass only shows up if you own the new 2024 PHB. However, all the options you own will still be in the old 2014 classes.
As a note, homebrew subclasses also treat the two versions of the classes as separate entities.
It would seem that options are missing from the 2024 edition of the core rules are missing even if you own it or if someone is sharing the content with you. I own the digital copy and so does my friend who is sharing it in a campaign my character is in with content sharing enabled.
