On a character that uses the 5e24 rules, yes.
No.
Except for third-party subclasses and the ones that got a new version, they're all still available for 2024 if the extended rules toggle is on. (Also arcane archer and phantom rogue are missing for some reason, but everyone assumes this is another bug.)
I'm less sure about the state of the feats, although most of them ought to be available with both the extended rules and legacy toggles, though there are bugs with a bunch of them, I think the problems are limited to the ones with prerequisites.
