Unable to add my homebrew to my players characters at all? Even items that are currently on players i cant add them to others.

My players just beat a dungeon and i cant add ant of the homebrew loot that they gained to their sheets, nor can i add any of the items that i have made and added previously. Content sharing is enabled. I have no idea how to get these items on.
