Artificer not appearing in shared content campaign?

I'm in a campaign with shared content from my DM. When I try to make a new character, it allows me to choose all the Eberron Rising from the Last War content, such as Warforged, except for Artificer. I have Eberron content enabled on the character. Is this related to the content sharing settings or is this a bug?

Has anyone with a character in the campaign actually purchased either the Full Version (not just the compendium) of either the Wayfarers Guide to Eberron (which is now technically obsolete), or Eberron: Rising from the Last War, or at least purchased one of the three Artificer Subclasses from that second book specifically from this website? *If not then the Artificer class is not accessible to that campaign.

If anyone in the campaign has in fact purchased any of the required content from DDB, (either the “Full Version” of Eberron: Rising from the Last War, or at least one of the three Artificer Subclasses from that book) then you have to make the character in that specific campaign to use those features. 

Quick question, how many choices of Warforged do you have? If you see a single race with no subraces, that indicates that access to at least some portion of Eberon: Rising has been purchased. If you have a choice of three Warforged subraces, then that indicates that only the now obsolete Wayfarers Guide was purchased since those subraces were scrapped before the final release of the official Eberon: Rising sourcebook. In which case, I’m not sure that grants access to the Artificer any longer since they published the finalized official version, Eberon: Rising
