You can’t. What you could do is customize it on the character sheet to adjust the Attack and Damage modifiers to reflect the Str bonus instead of the Dex bonus.
The other thing you could do is equip a Mace and customize it on the character sheet to be named “Shortsword” and adjust the weight to 2lbs. Otherwise they are identical except a mace does not have finesse.
The other, other thing you could do is homebrew a Shortsword to remove the finesse property.
May I ask, why would you want to use Str if Dex is a higher stat?

Then why not use a longsword? Longswords use strength and they're included in the elf training proficiencies
