Is the support portal still being monitored with the change in ownership? I submitted a ticket a few days ago and have not received any notifications or responses. Just curious if I should still be using the portal or if there is some other way to get technical assistance.
Yes, tickets are being processed in the order they are received. It's important to remember that the team doesn't work weekends or holidays, so if you submitted your ticket a few days ago, they're likely only getting around to it today.
I want to use the digital version of my physical book, I already bought the recourse and I believe that I should be able to use it in any format that it is available. If not I will just start making home brew of each race that is taken directly from the book and post it on here.

When in my character builder page > rogue> subclass, there is no option for soul knife. Why is this? I paid good money for this content and it's not available to me.

In the past, pretty much every time a new non-core class has been added to D&D Beyond, this hasn't worked out of the box and they've had to add in support for it after people started asking for it.
Submitting a support ticket or posting about it in the actual support thread for the book may get more attention drawn to it.

That is the work around for getting digital access to the stuff in your physical book for free. Put it in yourself.
