It seems the only way I can get spells above 5th level is to lower my number of spells at 4th level or below. Seems like it will not let me know more than 15 spells above cantrip level.
You are confusing Spell Slots with Spells Known. The “Spells Known” column of the table shows you how many spells you know, the “Spell Slots” are how many sells you can cast per day.

I don't think so. I understand what you are saying, but there seems to be no way to add 4 first level spells to be cast unless I want to not have some higher level spells. For example, on my first level spells, I have many that I know, but I can only learn 2. As soon as I delete 1 9th level spell, for example, I can learn more 1st level spells.

You have 15 spells known and 6 cantrips known (cantrips are 0 level spells but they have their own column as they don't use spell slots). That's why it's letting you learn another 1st level spell when you unlearn your 9th level spell, because you go from 15 spells known down to 14. You have 20 spell slots, but can only know 15 spells. Take a closer look at the Sorcerer Table and the section below it on spellcasting.
