I have a Master Tier Subscription, and have created a new campaign for my players.
My players are all D&D novices, and have asked my to make and level their characters for them for the first couple of levels while they get the hang of things. Is it possible to create characters using my account, and then push/share them with my players? I'd like to be able to select a character, and then send it to a specific player. They all have aspects of their backgrounds they don't (yet) want to share with the other players, so I'd rather not share the characters with all players, but if that is the only way I can do it I can rely on the honor system with my players to not peek at others' sheets.
these are exactly the sorts of improvements that the dev team are planning, but we're not quite there yet.
As Grimmric says, the best way to manage this is to send your players the link to join the campaign and have them create a character in the campaign. They only need to select the bare minimum, as you will then be able to edit those characters.
Also, only the player and the DM can see any of the details of each character - players in the campaign cannot view characters owned by other players.

Since the OP, a feature that has been added that provides at least some of what has been asked: A DM (or anyone in the campaign) can create a character, add it to the campaign, and unassign the character. Another player can then claim it. This doesn't allow for keeping things quiet/secret, but it does let a DM or more experienced player to create a character for another. DMs can manage any Player's character in the campaign.
on the campaign page, click on "copy link" just under the campaign link in the box in the upper right. Paste that link into the search bar in your browser. You will be asked to choose a character to add to the campaign. Not particularly intuitive, but it does work. (Users have requested a "join campaign" or "add characters to campaign" link for DMs on their campaign page to make it more obvious. Hopefully it will come in time.)

Ask the players to create a character with the bare minimum in your campaign and you can then administrate them.
I'm not stupid. I'm just unlucky when I'm thinking.

Is there an issue tracker where we can see what features are in flight? I'm very interested in this kind of capability, and other DM management tools.
