This is not an error. You should only have two spell slots of 5th level when you are a 10th level Warlock.
Remember that a Warlock regains their spell slots on a short rest, and that you should be gathering different abilities through the taking of your Eldritch Invocations. There are numerous Eldritch Invocations that allow you to cast certain spells for free, which are very beneficial to the Warlock.
At your next level you will be granted the Mystic Arcanum feature which will give you one 6th level spell to cast once each long rest as well.
Make sure you give your Warlock page a good read, Warlocks have a very unique way of casting spells.
Yes, you cast all of your spells at 5th level, meaning that all of the benefits gained for casting a spell at a higher spell slot apply to all those you cast with a warlock spell slot.
I had this issue as well. His issue isn't that he only has 2 level 5 spell slots, it's that those are the only spell slots available. It's only applied to warlocks for some reason, but it shows no spell slots at levels 1-4, or in my level 5 case, 1-2. Not a rules issue, a tech issue

Warlocks only have their highest level spell slots.
A Warlock that can cast level 5 spells onlyhas level 5 spell slots, not any other spell slots.
As a Warlock of level 9 or 10, you should have only two spell slots and they should be of only 5th level.
At 11th he will gain a 3rd spell slot, also of fifth level.
By level 17 he will gain his final spell slot, for a total of 4 level 5 spell slots.
I would recommend for your friend to reread the Pact Magic section of Warlock. Pact Magic is very different from any other kind of spellcasting in the game.

but am i only supposed to have 2 5th lvl slots, i cant see any 1st 2nd 3rd or 4th lvl slots
Yes, that is correct.
Warlock magic works very different to how Wizards & Clerics work.
It can take a few reads through of the Warlock spellcasting rules to understand.

so... to be clear, between short rests, a warlock at level 10 can only cast a maximum of 2 spells (not including cantrips or invocations)?
Correct, and you will cast both of those spells at 5th level.
