It's purposefully not enabled, as it would allow the ability to create items that would most likely break character sheets.
It is understood that there should be a way of being able to create feats/items that increase spell slots and that will come with time - likely in the planned homebrew revamp, which should make all of the homebrew tools a LOT easier to use and understand.
I talked to the official support team about this for one I was doing. The official word is that they are not going to fix this until they do the overhaul. So instead I made an alternative mechanic for a character sheet that is far from perfect but does the job of keeping track of it. It just adds an action to the sheet with a box to click if you want to make your own version.
This bug appears to persist to current day.

Yup, still happens. Sure would be nice to be able to use that modifier type.
Is there possibly any other way to increase spell slots for a character if the feat feature isn't working.
