The only free content provided are the SRD and Basic Rules. Character options not present in those sources require you to purchase the source they are found in. In this case, the Alchemist subclass for the Artificer is found in Tasha's Cauldron of Everything.
Once you own that, you can find it as a subclass option for the Artificer at level 3.

Will Artificer ever be added as a playable class in the character builder?
Do you mean the Subclass for the Artificer? this is already a playable subclass,
If you mean a class that is called an Alchemist, unless WoTC makes an official class, it is unlikely you will see it on this website.
