This is the same as the Player's Handbook and is grammatically incorrect and should read:

Actually, since the colour spray is the one doing the effecting, it technically works as effect. It's referring to the action of the spell, not the repercussions. It's a tricky sub clause in the effect/affect based on personification of the object that is performing the action that forms the grey line between the standard ruling.

That should be affecting. The Color Spray affects creatures with an effect.

Effect is used instead of affect. Same mistake is in the Player's Handbook first edition. (Maybe it's fixed in further editions?)

Yup, you're correct that "affect" should be used rather than "correct" in the first sentence of the spell description.
As you said though, this is a mistake in the source material, so I don't know how this stands in terms of correcting it.

The line in question is talking about the creatures it affects. Not the effect of the spell itself.
