Someone just pointed out that you have to set it to off-hand. From the equipment slide, select the item you want. There is another option to customize the weapon. Set it to off-hand.

Found the customize and "offhand" checkbox... but in the Attack section, not the Equipment just FYI
I have both weapons equipped, but the AC is not rising.
