When you purchase the Hero tier subscription does it give you access to some of the other races in character creation (ie Tortle, Warforged) or do you still have to purchase the source book entirely?
So subscriptions do not add any content to the character builder, you have to buy the source books, or you can go into the source books on the market and buy any race or class you might want for less. The subscriptions are for having unlimited character sheets, having early access to new tools, and using public homebrew that others have created and published.

The subscription let’s you do more stuff on DDB, it has nothing to do with content. DDB is not the publisher of D&D. Subscriptions are for website stuff, purchasing content is for the stuff in the books.
That being said, you don’t have to purchase the entire books if you don’t want to, you can just buy the races from those books if that’s all your after.
