I'm trying to make a few homebrew subclasses for traditionally non spellcasting classes. I've set "can cast spells" to yes, however I'm still not seeing the ability to add spells on the test characters.
Has anyone else had this issue? Anyone know what I might be doing wrong?

Did you add a spell list they can choose from?
Did you add a feature named Spellcasting?
Did you set a spellcasting ability? (like Intelligence or Charisma or Wisdom)
Did you set whether they need to prepare spells?

I bet it is the set class spell list. I already mentioned creating a spellcasting feature in a thread they necro'd, and the other two suggestions don't prevent choosing spells.

Renaming the feature to just be "Spellcasting" worked. Thank you! I had everything else set. Now I'm only getting two 4th level spell slots though for the level 20 test character.
It should be more than that. Any advice on what I might be missing?
The spell slot progression depends upon the class - typically non-caster classes, like Fighter or Rogue will gain spell slots as per the design for Eldritch Knight / Arcane Trickster, which means that a 20th level character would indeed only have 4th level spell slots.

It was my understanding that the Eldritch Knight has four 1st level slots, three 2nd level slots, three 3rd level slots, and one 4th level slot at 20th level. Am I misunderstanding something?
Are you turning on "can cast spells" and creating a "spellcasting" feature?
(Though I had already guessed that you either didn't read or didn't comprehend that part of my comment since you didn't mention it in your comment. But it is more than half the suggested solution...)

The larger issue I was running into what having a Monk Subclass with too many Pact Slots.

That is correct.
Please can you provide a link to your homebrew subclass, so a moderator can take a look?
(You don't need to publish the homebrew for this)

I'll message privately.
But I already suggested that solution in the thread you necro'd:

I am having this exact same issue and cannot find an answer
that issue being that my level 20 character doesnt have the proper amount of spell slots
Please post a link to your character
