Trying to create my character but at lv 3 it's only giving me 2 spell slots when I HAVE 3. Cleared my cache, logged out, closed tab, logged back in. Nothing.

You have 3 spell slots to me. It's probably a caching issue between the server and your browser. Give it 20 minutes and it should be fine.

Yeah it's still only letting me pick 2 spells, not 3. The player app shows 3 spell slots but I can only assign 2.

Are you sure you're not confusing the number of Spell Slots you have with the number of spells you can Prepare? They are not the same thing.

You can prepare a number of spells equal to your Charisma Modifer + Half your Paladin level (rounded down). For you that is 1 + 1 = 2.
You have 3 spell slots because you are a 3rd level Paladin.

Trust me, a lot of people make that exact same mistake with their first spellcaster. You are not alone.
