Yep, that's definitely what's triggering the "mapped to licensed" ban, when listed under specific additional spells. I thought all the player handbook spells were ok to link.
It has nothing to do with when those spells were published, but where. The Elemental Evil Players Companion was published in 2016, around 2 yearsish after the first printing of the PHB. But the PHB is not free for everyone, the EEPC is. The “Basic Rules” are also free to everyone, and includes many of the spells from the PHB, but not all of them. We can only include spells that were published for free by WotC. So if it is in the “Basic Rules” and the PHB, we can attach that spell no problemo. If it is in the PHB, but not the Basic Rules, we cannot.
I spent a couple weeks a few years ago compiling my own EZ sort spell list to filter through the (as then approved for league play) 460 spells. I have not updated it for the new dunamancy etc. Spells.
Is there a list somewhere of specifically which spells DON'T trigger the licensing flag so I can update my spreadsheet?
Alternatively have you guys considered a pop window that warns of the flag for specific spells when someone tries to add them to their homebrew?

Nope, anything that's not in the Basic Rules is licensed content, including the Player's Handbook.

To publish, they can only have spells specifically coded to them if those spells are from the Basic Rules, EEPC, or SRD.

Struck me as odd because I wasn't getting the flag with some spells that were published later. I just published without that specific spell boxed.
