Homebrew Magical Item and Campaign issue

So might be a dumb question and I'm missing something obvious but I'm running a campaign for 4 friends.  I've created two homebrew magical items,  I'm able to add said items to 3 or the 4 players.  Thoughts why??

Does the 4th player have “homebrew content” enabled for their character?
