No. If you do not want anyone to be able to claim your characters don’t leave them unclaimed. It’s not “stealing” it is set up for the gifting of characters to players, or for helping players who do not know how to build their own. For NPCs, those should remain claimed by the DM.

Unclaimed characters are available to be claimed. You can not steel characters. If you could take characters without permission you would not have a problem getting your character back.

Well, if a DM creates e.g. 4 characters, for players and it was discussed who plays what, then I consider a player claiming a character he should not claim as "stealing" there it would be terrific if that player neither would have the ability to delete a claimed character, nor to keep it. But seems once a character is claimed by a player, it is officially the character of the player.
What happens if I click on Deactivate or Remove in the campaign? If I remember right Remove will delete the character completely and not only remove it from the campaign.
No, it only deletes it from the campaign. For all intents and purposes, that character now belongs to that other player. You cannot delete another player’s character.
Hi, I created a character and brought it into one of my campaigns.
A player claimed it. Now the character is gone from "my characters" but it is still in the campaign marked as claimed by xy.
How do I get that character back to "my characters" without recreating it?
They have to unclaim it so you can reclaim it.

There is no way to forcibly reclaim a character that has been claimed.
If you're worried about not getting a character back, I'd suggest making a copy before making them unassigned
