creating a new wizard for an upcoming campaign at level 5... i have refreshed 5 times now and restarted my pc twice...
**ISSUE**
I know 10 spells and can prepare 4 as a wizard level 5
**but**
i can learn all my spells (up to 4th level slots) and can prepare zero spells - due to another issue>>>>> my 4 cantrips COUNT as my prepared spells, and i can't prepare any of my **actual** spells! and nothing is added to my spells list
**Expected Result**
A level 10 wizard can only learn 10 spells (2 per wizard level) and can have 4 spells prepared....
CANTRIPS do not count or take any prepareation to use....
It's perfectly clear - you just didn't read the Wizard text properly. A level 10 Wizard will be able to learn 4 cantrips and 24 spells (6 for 1st level, 2 more for every level thereafter).. You will be able to prepare 10 + Int mod spells.
You need to re-read the Spellcasting feature of the Wizard as your expectations are incorrect.
And no, the limit is only what can be prepared not what can be learned because a Wizard is able to learn more spells beyond what they get from levelling up. There is literally no limit to the number of spells a Wizard can learn. You are only restricted in the number of spells you can prepare for the day. Again, you seem to misunderstand the feature. Please re-read the Spellcasting feature carefully.
The UI is perfectly clear - if you understand the Spellcasting feature for a Wizard.

ok i fixed it... i chose 10 spells from the list - then there is the drop-down to choose the prepared spells....
This needs to be clearer, and should lock you from learning any more spells after your capped amount for the level ;)
Wizards can learn more spells than they are automatically granted per level. That’s kinda their thing.
As a 5th level Wizard, you know 8 1st-level spells, 4 spells that could be 1st or 2nd-level, 2 spells that can be 1st, 2nd, or 3rd-level, as your bare minimum. So you should know a minimum of 14 spells plus your Cantrips.
You also can know as many other spells of 1st-3rd-levels as you have found in books or scrolls.
In addition, as a Wizard you can prepare a number of spells equal to your Wizard Level + your Int modifier. So, as a 5th level Wizard, the only way you would be restricted to only preparing 4 spells is if you have an Intelligence of 8 or 9.
At 1st level, you have a spellbook containing six 1st-level wizard spells of your choice. Your spellbook is the repository of the wizard spells you know, except your cantrips, which are fixed in your mind.
Learning Spells of 1st Level and Higher
Each time you gain a wizard level, you can add two wizard spells of your choice to your spellbook for free. Each of these spells must be of a level for which you have spell slots, as shown on the Wizard table. On your adventures, you might find other spells that you can add to your spellbook (see the “Your Spellbook” sidebar).
YOUR SPELLBOOK
The spells that you add to your spellbook as you gain levels reflect the arcane research you conduct on your own, as well as intellectual breakthroughs you have had about the nature of the multiverse. You might find other spells during your adventures. You could discover a spell recorded on a scroll in an evil wizard’s chest, for example, or in a dusty tome in an ancient library.
Copying a Spell into the Book. When you find a wizard spell of 1st level or higher, you can add it to your spellbook if it is of a spell level you can prepare and if you can spare the time to decipher and copy it.
Copying that spell into your spellbook involves reproducing the basic form of the spell, then deciphering the unique system of notation used by the wizard who wrote it. You must practice the spell until you understand the sounds or gestures required, then transcribe it into your spellbook using your own notation.
For each level of the spell, the process takes 2 hours and costs 50 gp. The cost represents material components you expend as you experiment with the spell to master it, as well as the fine inks you need to record it. Once you have spent this time and money, you can prepare the spell just like your other spells.

Preparing and Casting Spells
The Wizard table shows how many spell slots you have to cast your wizard spells of 1st level and higher. To cast one of these spells, you must expend a slot of the spell’s level or higher. You regain all expended spell slots when you finish a long rest.
You prepare the list of wizard spells that are available for you to cast. To do so, choose a number of wizard spells from your spellbook equal to your Intelligence modifier + your wizard level (minimum of one spell). The spells must be of a level for which you have spell slots.
For example, if you’re a 3rd-level wizard, you have four 1st-level and two 2nd-level spell slots. With an Intelligence of 16, your list of prepared spells can include six spells of 1st or 2nd level, in any combination, chosen from your spellbook. If you prepare the 1st-level spell magic missile, you can cast it using a 1st-level or a 2nd-level slot. Casting the spell doesn’t remove it from your list of prepared spells.
