Remember, private homebrew is automatically shared with other users in your campaigns and does not need to be shared with the community for players to access.

You are quite correct that the wording is confusing/unclear. I wish they would improve it.
You are getting the warning, however, because you had included other homebrew or licensed content (i.e. official content not part of the SRD or Elemental Evil) in your homebrew. Homebrew containing items from either of those categories will break sheets of if the folks using that homebrew don't have access to those items. Since there is no good way to filter/restrict that in the public homebrew, the decision was made to prohibit homebrew containing those elements from public homebrew.
ArwensDaughter is close but not quite correct. Even if a URL points to a page on DDB, it still qualifies as an “external link.” The only links you can include are tooltips, no actual links at all. You can learn more about tooltips by following the link in my signature.
