I have bought Sword Coast Adventurer's Guide to enable Devil's Tongue Tiefling Variant, but I can not choose it. The only option is to choose Feral Tiefling Devil's Tongue but that's not what I'm interested in. I need to choose regular (PHB) Tiefling with Devil's Tongue Tiefling Variant (SCAG), exactly RAW on SCAG 118 page. I don't know how to do it, looks like these variants from SCAG are disallowed for regular Tiefling, and for some reason, allowed only for Feral one.

Those variants are found in Volo’s Guide to Monsters. You will have to purchase them from that book.

Currently the PHB Tiefling with only the Devil's Tongue trait (as opposed to taking the ABI increase from SCAG as well) isn't supported from within the character builder. I would highly recommend creating a copy of the Variant Tiefling from SCAG (using the homebrew option that allows you to copy a race/variant race) and change the relevant stat increases to those of the PHB.

Well… Won't I encounter any issues with leveling character later on or any compatibility issues with other feats and etc.?
Also, what does "ABI" stands for?
