I have a few spells to homebrew that use the same format as SCAG's melee attack cantrips and it would be great to use them as a template, but you can't seem to select them when creating a new spell.
Just for reference, I don't do much of the homebrew moderation, but even I have rejected at least a dozen submissions where people have submitted Green Flame-Blade as public homebrew.

Twas - although there was one submitted that was violet. The majority of rejects that I do (and I end up being the main homebrew Mod cause I love seeing what amazing things get created) is from people trying to publicly submit copyrighted content from the books.
I think there is still a lot of confusion around homebrew, some users seem to think they have to publish in order to use the homebrew themselves (not true), but others just seem bent on resubmitting all the non SRD stuff (thinking staff forgot to add it in the first place...)

Shouldn't exact duplicate names be automatically rejected? Or even prompt the user with a note saying why their spell couldn't be published?

That's pretty shaky reasoning. I hope it gets resolved to our satisfaction.
It's not shaky reasoning, it's combating something that people have already been trying to do to avoid paying for content.
