I was attempting to make a subrace for the loxodon but when I checked the tab for subrace, only a handful of the races are a given option. I have purchased the sourcebook package so it isn't because I don't have said races available?

The Luxodon is not coded to have subraces. You will need to make a homebrewed copy of the Luxodon that has the “has subraces” checkbox checked, and then make the subraces for that.
