Are you using a homebrew version of the Staff of Power? Possibly shared through a campaign? I made a copy of the official version and it shows those spells correctly costing 5 charges. I also checked on a character and the charge cost is also correct there.

Look in the Spell list on the main page... and no I am not using a home brew version, at least I don’t think I am. I can’t seem to paste a picture here
FIreball shows 7 charges to use should be 5 charges
Lightning Bolt shows 7 charges to use should be 5 charges
It shows correctly in the description

I'm seeing the same issue with one of my players characters:

When casting using the spell list button, it deducts 7 charges as listed, while casting using the description deducts (the correct) 5 charges
