Sorry if I misunderstood something but I know we're not allowed to publicly share homebrews if they have content such as a spells that are from xanathars but I thought that spells from the PHB were allowed to be included in homebrews (with this situation being blade ward). Am I missing something, there something in the modifiers I did that's preventing this or are we only allowed to share content that is 100% free content?

No, we can not publish with PHB spells, only spells from the Basic Rules, the SRD, and the Elemental Evil Players’ Companion. Basically, we can only publish homebrew that uses spells that WotC published for free. Here is the complete list:
