I've spent the last 2 hours trying to troubleshoot and nothing seems to work. I crearated a homebrew subclass, the College of Domination for the bard. This was the first time creating a homebrew subclass on beyond so I selected to use the College of Lore as a base; to be clear literally everything was modified, I only used it as a base for what levels to add abilities as well as the number to abilities to add. I was not allowed to publish as it was "too similar to the College of Lore to be published." In order to curcumvent this I brute forced it by recreating the entirety of the subclass in the create from scratch menu. I now cannot publish this subclass as "This homebrew Subclass has data mapped to it that is licensed content or private homebrew. This typically occurs when licensed or private homebrew spells are linked to the Subclass." I assumed that this is due to the linkage to the unpublished subclass and so deleted the origional. This error still occured.
For the first one, you probably only needed to re-save the whole subclass, it only checks for compliance/similarities when the main save button is hit.
For the second one, the only spells we can attach to homebrews are from the Basic Rules, the SED, and the Elemental Evil Players Companion. Here is the complete list:
Thank you! It seems that I had attached some spells from the phb as well as one from Xanathar's and so it did not allow me to submit. It seems that even if you own the material it does not allow you to add it. It is solved.

You can add it, you just can’t publish it. If someone adds it to their collection and they don’t own it then your subclass won’t work correctly for them.
PS- By the way, if you just finished writing it it’s better not to publish right away. Give it at least a couple months of playtesting and editing first.

If you attached spells from the PHB, XGtE, or any of the other books it will not allow you to publish.
You can also attach your own homebrewed spells, but they must be published first.
