I don't remember if I've bought the Sword Coast Adventures Guide or not, but I have access to both the sun soul and the long death subclasses when I look at the class description for the monk. However, when I go into assign a subclass to one of my characters at level 3, only the sun soul is available, not the long death. Is this happening to anyone else? Or is there something I've missed?
You can check to see what you've purchased by going to https://www.dndbeyond.com/account/marketplace and scrolling down to 'Current Product Licenses.' The 'item' column will tell you if you maybe just bought Sun Soul. If you bought the whole book the column would have the book title, if you bough the subclass bundle, the column would be blank and the 'type' column would say something like 'Subclass bundle.' If anything there indicates that you should own Long Death, try scrolling to the top of the page and seeing if the Account Entitlements section offers you the opportunity to re-sync your entitlements. If you don't own the content, you're probably seeing the content in the class page due to content sharing in a campaign you're in.

Is there a reason that I can read about both Sun Soul and Long Death in the Monk class description, access the content of the SCAG from the source books list, and select Sun Soul in the character creator even though I haven't bought SCAG (or anything within) on DNDBeyond?

You must be in a campaign with someone who has purchased it and content sharing has been enabled for that campaign. That means, to access that material on a PC, that character must be in that specific campaign.
