I know that Grappler is the only free feat with the basic rules, but I have a Master Tier subscription and a player in my campaign has the PHB, yet when I am creating a character, Grappler is still the only feat available.
Do you need to create the character "within" the campaign as opposed to in the Characters section of your account? Should that matter?

Yes. You can only access shared content specifically within that campaign.
