In character creation tool, when you choose rogue as class, and criminal as background, you can select any toll proficiency as criminal.
I noticed this. It's still present.
Yes, it’s supposed to do that. The rules state that if a character would get the same proficiency from two different sources that the player can replace one of them with something different.
