Feats are giving me a lot of trouble lately. I made a variant of Fey Teleportation and switched its race requirement from elves to Kalashtar, but it does not show as an available option in the character builder. Even if I remove the racial prerequisite altogether, it still does not show up. I've tried giving it time, tried on a fresh character, nada.

Do you have homebrew turned on for that character?

And just like that, for no reason, it just showed up.
There are sometimes server caching delays; my guess is that's what happened to you.
