I have a bug I can't seem to figure out. I made a custom race of Tiefling that gets Ray of Frost as a racial trait granted spell. Under the Racial Traits screen for the custom race, I added Ray of Frost cantrip as a spell, and told it to use CHA as the spellcasting stat in the spell setup screen.
However, on the character sheet under spells or attacks, the Ray of Frost cantrip shows up, but the to hit modifier always stays at the proficiency bonus only, and it won't add in the spellcasting ability modifier. I have toyed with other ability stats assigned to the spell, and the same happens. It won't apply the ability modifier to the spell "to hit" modifier, only the proficiency bonus.
Update: apparently DnDB just takes 15 to 30 minutes for changes to pass through from homebrew stuff to being reflected on character sheets. This morning the modifiers show up correctly. After playing with assigning different ability scores to the spell in the character traits, I noticed it takes at least 15 minutes before any changes are passed through to the character sheets that are using that homebrew content.
You can speed things up if you add a level to the character and then remove it again (or vice versa) as that forces the server to refresh its cache. As you discovered, the server can sometimes take up to 20 minutes to update its cache normally.

I actually tried that and even tried starting fresh characters and leveling them up to trigger changes to see if the modifiers updated, and it didn't seem to speed up anything.

What am I missing?
