Despite having Mythic Odysseys of Theros purchased and unlocked, "minotaur" seems to be missing from the list of races in the homebrew feat builder (prerequisite section).

Only races that currently have official racial feats are available to choose to make homebrewed racial feats for them.

While we're on the subject, some UA versions of Eberron races that have since been officially published appear on the list.
