I have purchased Tasha's, but I still do not have access to the Artificer as a class choice at character creation. I can "look up" Artificer and read about the class, (since I purchased the relevant source book: Tasha's), but it does not appear as a choice when creating a character. I have activated all of the sources and optional features, so it's not an issue of allowed content. Artificer simply isn't there:

If you haven't purchased Tasha, have you instead purchased Eberron: Rising from the Last War or Wayfinder's Guide to Eberron. Alternatively, have you purchased an artificer subclass individually. You will need to do one of those three things to access the class without buying Tasha's.

In this case it's something that the DnD Beyond team are aware of and are working on.
ARTIFICER INFUSIONS - this sourcebook introduces a number of changes to Artificer infusions, from the infusions that were presented in the Eberron sourcebook. We are aiming to update/add these updated infusions soon. Note that, for now, you will need to toggle the Eberron setting to on to be able to access infusions and the new Tasha's infusions are not yet available.
ARTIFICER "SETTING" - with the Artificer class being published in Tasha's, it is now considered a core class for the D&D game, rather than belonging exclusively to the Eberron setting. This means that the Artificer class & subclasses are no longer behind the Eberron toggle in the character builder. Infusions are still behind that toggle currently. That will change when the infusions system is updated as per above.
At this current time the only way to gain access to the Artificer on the Character Builder immediately is via the methods mentioned by Davedamon above.
Since you've already purchased TCoE, unless you need/want one of those sourcebooks I would, personally, wait. Eventually they'll get things sorted out and access will unlock for you automatically. If you're really gung-ho, however, you could purchase the subclass(es) you want since it'll give you a discount for content already owned if/when you decide to purchase the Eberron Rising sourcebook.
Note: If you do purchase just the Artificer subclass right now you likely won't have access to a large number of the magical items that the Artificer can replicate using the "Replicate Magical Item" feature untill the Tasha's changes get pushed through. This is one of the main reasons I would hold off unless you want the Eberron Rising sourcebook.

It was originally published in Eberron, until they finish updating everything you’ll have to enable that content as well.
