So I bought the Shifter race an hour ago, and the order is confirmed, and it says I can't buy it again, but when I click on the Shifter it takes me straight to the link to buy the Eberron content. I also bought the Swarm Keeper subclass just ten minutes ago and that works absolutely fine.

For character Creator, do you have the Eberron slider clicked on the first page?

That will allow you to use the race there. I am unsure why, if you're going under races to read about it, it's not allowing you though.

Also make sure you bought the race and not the monster.

Then that is exactly what happened.
